Who can separate mixed concentrate into the specific oxide I need, without it leaving the country?

What it is

Splitting mixed rare earth concentrate into individual or paired oxides, almost always by multi-stage solvent extraction. The rare earths sit adjacent in the periodic table and behave almost identically in solution, so separation can take hundreds of sequential stages. This is the genuine chokepoint of the whole industry. Mining rare earths is not hard, separating them is.

    Light rare earth separation operating at the White Mesa Mill, Blanding, Utah, with Phase 1 infrastructure supporting up to 1,000 tpa of separated NdPr oxide. Commercial HEAVY rare earth circuits, terbium at about 20 tpa and dysprosium at 120 tpa, began construction 29 July 2026 and are expected to commission in Q4 2027; they are NOT operating and are not recorded as capability. Heavy separation is materially harder than light, and dysprosium and terbium are what buy an NdFeB magnet its temperature capability.

    Concentrate is separated and refined into high-purity rare earth compounds at Mountain Pass, California, on the same site as the mine. Separation is the genuine chokepoint of the rare earth industry. The elements are chemically almost identical and splitting them takes hundreds of solvent extraction stages. A DoD loan toward expanding HEAVY rare earth separation at this site is reported; heavy separation (dysprosium, terbium) is materially harder than light.
